In alignment with the federal Clean Water Act and the CA Water Conservation Act of 2009, we are 100% focused on water conservation combined with practical, safe, legal and ethical water use and reuse. Education and Outreach
Designing and adopting policies and practices that focus Californians on water conservation and reuse is non-negotiable. Education is the basis of change, whether you are a homeowner, a facility manager, a building inspector, or a water agency conservation or stormwater manager. Our efforts bring educational opportunities appropriate for each of these audiences.
Research and Writing
Without well-presented useful data on water conservation and rain, storm, gray and blackwater, our hands are tied in moving forward with large scale development of progressive policies and the adoption of practices. Wholly H2O is committed to facilitating new research and writing to support statewide efforts to improve water quantity and quality.
Our specialists have 25 years of combined experience in domestic and international sustainable development, working with governmental and non-governmental organizations that range from DWR, CUWCC, EPA, Flex Your Power; to USAID, the Government of Panama, UNESCO, Government of India, the Nature Conservancy and the World Bank.

Policy drives safe and legal behavior and water is no exception.
